I believe my 'one vote' lists; National, by State, and Other; to be the most comprehensive listing on the internet.
Actually it is not just 1 vote but is 1 vote over or shy of a majority, or 'super-majority'. Any one voter of the victory tally had the power to sway the victory to a tie or the opposition. One vote is victory among many when the many have the majority. - Roger W Hancock.
I have included where one vote each over several precincts could have made a difference.

1 vote additional, admitted California to the union.

1911

1 vote on average per precinct passed women's vote in California.

1916

1 vote additional in In each of California's precincts would have defeated President Woodrow Wilson's re-election bid in favor of presidential hopeful Charles E. Hughes.

1948

U.S.

1 vote in each precinct in California carried that state for incumbent President Harry Truman, securing his victory over Thomas E. Dewey. The same could be said of Ohio.

1973

1 vote would have prevented the drawing of straws to determine the winner in the tied race for La Honda-Pescadero Unified School District.

1978

1 vote in each of 90 precincts won Marc Garcia a seat in the California State Senate (90 votes).

1981

1 vote in a school district election in Belmont, CA would have prevented the drawing of straws to determine the winner as Chon Gutierrez over his opponent Stanley Langland.

1983

1 vote in fifteen precincts of East Palo Alto allowed its incorporation as a California city.

1994

1 vote selected a City Council member in Placerville, California.

1998

1 vote in the California Legislature approved $425 million to acquire 9,400 acres of redwood forest. The federal government already approved $250 million.

1999

1 vote in nine precincts gave a, Burlingame, California, Council Candidate the victory.

2002

1 vote in the U.S. Supreme Court, Protects California's Right To Overturn HMO Denials

2002

1 vote in Capitola, California elects Councilman Dennis Norton as Mayor over city Treasurer Robert Begun. The expected recount upheld the vote.

2007

1 vote short on August 1st failed the proposed California State budget.

2009

1 vote lost the March 3rd Rosemead City Council Race for incumbent John Tran after two recounts and reconsideration of four provisional votes that were cast for him.
